Uttarakhand State was founded as 27th State of Indian Union on 9 Nov 2000. The state with its capital at Dehradun has thirteen (13)districts viz. Dehradun, Uttarkashi, Tehri Garhwal (HQ New Tehri) Rudraprayag, Chamoli (HQ Gopeshwar), Pithoragarh, Bageshwar, Haridwar, Pauri Garhwal, Almora, Champawat, Nainital and Udham Singh Nagar (HQ Rudrapur). Uttarakhand with a total area of 53,483 sq kms.
Uttarakhand’s 64% of the area comes under Reserve Forest. As most of the districts are hilly areas, the industries in Uttrakhand are concentrated in relatively plane areas i.e at Dehradun, Rishikesh, Haridwar, Bhagwanpur, Roorkee, Kashipur, Rudrapur, Lalkuan, Kotdwar, Jaspur, Bajpur, Kichha, Khatima, Tanakpur, Ranikhet, Haldwani and Bhowali.
The ESI Scheme in Roorkee was first implemented in 1962 .Before the State of Uttarakhand came into being, Six (6) centres i.e Dehradun, Rishikesh, Haldwani, Lalkuan, Kashipur and Haridwar were brought under implementation.
Thereafter, ESI Scheme in Uttarakhand has come a long way. Twelve (12) new centers Viz. Mussorrie, Selaqui, Tapovan-Tehri Garhwal, Bhagwanpur, Kotdwar, Municipal area of Kashipur, Jaspur, Bazpur, Rudrapur, Kichha and Nainital have been implemented.
Uttarakhand has led the way in extending the scheme to Educational & Medical Institutions w.e.f. 21.09.2005 and 13.05.2008 respectively. Further Govt. of Uttarakhand has issued final notification under section 1 (5) on 7th June, 2011 thereby bringing the threshold level of coverage of establishments to 10 employees.
Under the ESIC 2.0 reforms, launched by Hon’ble Prime Minister of India, the ESI Scheme was implemented in the entire districts of Udham Singh Nagar & Haridwar w.e.f. 01.06.2016; Dehradun & Nainital w.ef. 01.08.2016 and Tehri Garhwal & Pauri Garhwal w.e.f. 01.11.2016.
Further vide notification dated 06.10.2016, the Rule 51 of the ESI rules has been amended by inserting Rule 51B whereby the rate of Employees’ contribution has been reduced to 1% and the employer’s contribution has been reduced to 3% of the wages in the first-time implemented area for a period of 24 months from the date of implementation.
As on 31st March 2018, the no. of Employees and Insured Persons of Uttarakhand Region are 5,96,690 and 6,88,660 respectively.
